1. EMPLOYMENT

1.1. PROGRAM OBJECTIVES

It is the intent of OMU to maintain an employment program that:

Establishes terms and conditions of employment, including rules of conduct,
promotes effective communication throughout the organization with regard to

program policy,
 administers policies in accordance with all applicable laws and regulations,
 provides fair and equitable treatment to employees and candidates for employment,
 helps attract and retain qualified candidates, and
 provides a safe work environment that promotes open communication and the safety of our employees and the public.

1.2. COMMUNICATING EMPLOYMENT INFORMATION

Information about employment policies and practices is made available to all employees through the Customer Service and Shared Services Department upon request, new-hire orientations, and posting on the OMU Intranet. Furthermore, directors, managers and supervisors are encouraged to actively and openly communicate the employment policy and associated procedures to employees on an ongoing basis.

1.3. ADMINISTRATIVE RESPONSIBILITY

The Utility Commission has ultimate authority and responsibility for the organization’s employment objectives and policies. The Utility Commission:

 Establishes the number, classification and pay of employees;
 Acts as Appointing Authority for OMU Civil Service employment and designates

positions that are Non-Civil Service;
 establishes residency requirements for OMU employees;
 appoints personnel to probationary and regular appointment;
